Syntax: TOPO CREATE AREA LAYER_NAME [/[NO]HOLE] [/STRIP]

Creates areas from the boundary linework and centroid points (if they exist). If the layer is of type LINE, it is modified to a POLYGON layer. Any existing centroid points are used for creating the new areas. Non-existing centroid points are created automatically.
